  1. Know and understand the type of signals used. if hand signals are used, the signal person must know and understand the standard the standard method for hand signals.

  2. Be competent in the application of the type of signals used.

  3. Have a basic understanding of equipment operation and limitations, including the crane dynamics involved in swinging and stopping loads and boom deflection from hoisting loads.

  4. Know and understand the relevant requirements of 1926.1419 through 1926.1422 and 1926.1428.

  5. Demonstrate that he/she meets the requirements through an oral or written test, and through a practical test.



Osha’s new crane rule

Purpose: The safety of equipment  operations depends in situation on signals given to the operator. It is critical that the operator understand the singles given, and the signals person must therefore be able to give clear, accurate and appropriate signals that clearly conveyed the needed information.

Definition (1926.1401)

Audible signals means a signal made by a distinct sound or series of sounds. Examples include, but are not limited to, sound made by a bell horn or whistle.

Competent person means one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees and who has authorization to take prompt corrective measures to eliminate them.

Dedicated channel means a line of communication assigned by the employer who controls the communication system to only one signal person and crane/derrick or to a coordinated group of cranes/derricks/signal persons.

Directly under the load means a part or all of an employee is directly beneath the load.

Qualified evaluator not a (not a third party) means a person employed by the persons’s employer who has demonstrated that he/she is competent in accurately assessing weather individuals meet the qualification requirements for a signal person.

Qualified evaluator (third party) means an entity that, due to its independence and expertise, has demonstrated that it is competent in accurately assessing weather individuals meet the qualifications requirements for a single person

Qualified person means a person who fight possession of a recognize degree certificate or professional standings or who buy extensive knowledge training and expertise successfully demonstrated the ability to solve resolve problems relating to the subject matter the work or the project.

Standard method means the protocol in appendix a for hand signals

Mobile Crane Certification and Training is required Nationwide.  The new law was published in the Federal Register on August 9, 2010 and took effect November 8, 2010.  crane operators have 4 years to comply with this new ruling.  Which will be November 10, 2014.  The new ruling applies to operators using a crane on a construction site (see CFR1926.1427) cranes and derricks in construction.


Crane operators using cranes that have 2000 lbs. and above lifting capacity being used on construction sites or in a construction process, will need to be certified by an accredited crane operator testing organization.

(a)Where available, hoisting routes that minimize the exposure of employes to hoisted loads must be used to the extent consistent with public safety.

(b)While the operator is not moving a suspended load,no employee must be within the fall zone, except for employes:

(1)Engaged in hooking, unhooking or guiding a load;

(2)Engaged In the initial attachment of the load to a component or structure or

(3)Operating a concrete hopper or concrete hopper or concrete bucket

(i)When employees are engaged in hooking, unhooking or guiding the load, or in the initial connection of a load to a component or structure and are within the fall zone, all of the following criteria must be met:

(1)The materials being hoisted must be rigged to prevent unintentional displacement.

(2) Hooks with self-closing latches or their equivalent must be used. Exception:”J” hooks are permitted to be used for setting wooden trusses

(3) The materials must be rigged by a qualified rigger.

(i)Receiving a load. Only employees needed to receive a load are permitted to be within the fall zone when a load is being landed.

(a)During a tilt -up or tilt down operation:

(1)No employee must be directly under the load.

(2)Only employees essential to the operation are permitted in the fall zone (but not directly under the load).  An employee is essential to the operation if the employee is conduction one of the following operations and the employer can demonstrate it is infeasible for the employee to perform that operation from outside the fall zone:

      (1)physically guide the load; (2) closely monitor and give instructions       

      regarding the load’s movement; or (3) either detach it from or initially

      attach it to another component or structure (such as, but not limited

      to, making an initial connection or installing bracing).
